You don't get it, do you?

Ambulabam praeter asylum insanarum personarum otro die, et omnes aegrorum clamabant, "Tredecim! Tredecim! Tredecim!"
Saepes erat altior quam super videri, sed lacunam parvam in tabulis vidi et pervidi cavum videre quid accideret.
Qui nothus cum baculo me in oculo fodit.
Tum omnes inceperunt clamare, "Quattuordecim! Quattuordecim! Quattuordecim!”

so, ahh, wanna explain the latin joke...I don't get. of course, not knowing any latin may have something to do with it.

I ran it through a Latin translator (which couldn't translate some of the words), but I immediately recognized the joke, as I had received it from a friend in Arizona some months ago. Hilarious!

I know very very little about Latin. But based on my assumption that this isn't an original joke, I figured I could find it online.
So here's how to translate Latin for dummies.
Spend 15 minutes breaking it down and translating what you know with a dictionary. Throw up your hands in frustration and wish you weren't so curious.
THEN Google "latin to english translator" then cut and paste. You'll get a hodgepodge of stuff, it won't help at all.
THEN... take an obscure line of the latin say "pervidi cavum videre quid" and google THAT. This will take you to a few places where the Latin joke exists. THEN scroll a bit, maybe find a blog, and read the comments. This won't help you at all either because no one will translate it for you.
SO... then you get three or four words you know, maybe the punchline, and then google that... say "fourteen fourteen fourteen!" and sure enough, you'll come across some weird site that has an English version of the joke.

AND THE JOKE:
A man is walking by an insane asylum and hears all the residents chanting, "Thirteen! Thirteen! Thirteen!"
Quite curious about all this, he finds a hole in the fence, looks in and someone pokes him in the eye.
Everyone in the asylum starts chanting "Fourteen! Fourteen! Fourteen!"
